I am directed by the Colonial Development
Advisory Committee to request you to inform Lord
Passfield that at their tenth meeting, on the 4th
December, they had under consideration the application
of the Government of Hong Kong for assistance from
the Colonial Development Fund in respect of the cost
of water schemes in Hong Kong and Kowloon.
2. The Committee observe that the two projects
in question, the Aberdeen Valley Scheme and the

Sheng-mun Scheme which are together estimated to cost
some £686,050, have already been put in hand, and that
orders to the extent of £49,560 have already been
placed in this country in connection with these
projects. The effect of granting assistance from
the Colonial Development Fund would thus be, not to
make possible or accelerate work which would not
otherwise be undertaken, but merely to relieve the
Government of Hong Kong in some degree of an existing
financial liability.
3. In these circumstances the Committee decided
with regret that they were unable to recommend any
assistanc e
